But they could tie it to a Steam account lvl 1 or higher, since to level up from 0 to 1 will cost money. Not very profitable for a bot owner or clone maker to pay $5 for each account to be able to scam, I guess.

Well said, and you explained greatly. I wish there were more of you, as in mseals, to be around. And I agree, you should have more decisive power, to do more on your own and not just send it up the ladder. I'm hopeful though, that the people in charge might (eventually) listen to us users...
