If someone win it then only found out that is region restricted, can I request cancel? If can, then I can do some giveaway for a few keys.

I see all of them bid for 240 and I can't bid more than 240 because the system max store 240 galasilver only but I see some high bid able to bid to 241 and some even 300++, how to do it?
