This is wrong - I have already activated some keys which are not available in my country. Some work, so these keys might have a value for some, as I wrote. There is - among others - a difference between region restricted keys and games not available in your country.
This becomes really toxic - how come we know that the key was valid and that it has been redeemed by this user?
I would suggest to stop mobbing and witch hunting (and complaining that scammers scammed the scammer).

So the problem is the lack of mimimal quality control at Steam (see all the Hede games and stuff), and it pops up here because you can get such keys for 1 ct and use them to level up on IG, rationally.
As I have already shown with a guaranteed giveaway for 160, at least some of these games and DLCs are sold here on IG as well - it wouldn't make sense for IG to ban games of their own catalogue. The problem originates on Steam - maybe it helps if all of us report all these games on Steam? Well...
