I stopped giving here long ago, SteamGifts is better in every conceivable way. With the state this site is in, I won't buy here either. I am only here to leech. If they get their act together some day I will return, but I don't see that happening.

They mean leaving feedback if you win the giveaway within 24 hours. As far as I know, the blacklist feature isn't even working right now though. The site has been undergoing an ongoing redesign which has broke a lot of features.
