Yes, they're similar to the gamesplanet voucher that Lenovo gives out. These can be redeemed at Fanatical. You don't need a verified Steam to redeem them, just a Fanatical account.

I think the reason is that they do the Discord polls manually, as in someone sets them up to start and end at certain times, and since it's five days a week, it's likely done during working hours.

They could take DST into account and have it happen on UTC, but in this case, they chose not to.

With AWS downtime, they ended up having to add a new poll. They also sometimes add an extra one, or leave two active at the same time.

Meanwhile, the Steam, Twitch, daily, and login all start and end on UTC.

Blame my cell service, can't remember the last time I gave a shit about setting a clock...comes with being disabled.
