A steam key for a game that's been free for over 6 years? Why?

Only activating it from a key will drop trading cards. While they're above average, I expected they were way more expensive for a game that, being free, will not drop cards anymore, since it doesn't have in-game store (microtransactions or something to buy, so Steam can tell the free game to start dropping cards.)
