I received the same message, and thought I did something incorrectly, since it was my first time bidding.

The fix is to keep lowering your bids; I think if you use your X Number minus 5 ARP, it should work or at least it did for me.

This is what SteamDB says. Yesterday, when I posted it, those two weren’t available yet. Before that, they’d also noted down the Car Mechanic Simulator 2018. So, their predictions are usually pretty accurate.
