Unable to Create IG Giveaway

I tried to create another giveaway today and the buttons are not visible. The button text is visible, but the button itself is not there. Unsure if this is something new on IG's side, or if it's something related specifically to me. I tried creating giveaways occasionally over the past few months, but have been unable to so for some reason.

Anyone else unable to create giveaways on the site? I am "stuck" on Level 5 and would like to continue gaining levels.

Seems to be intermittent, at best. I created a giveaway, but it took me a couple of attempts. The next giveaway I tried to create did not go through. I refreshed the page, closed the site, and tried again. It worked. So, I guess...slow and steady is what I need to do for giveaway creation.
