I think it’s actually due to how Steam handles timing. I remember a ping on Discord explaining that there are limitations, which is why some users didn’t receive their ARP at the time and the counter didn’t register the time played.

I'm seeing a TON of posts on Relay from users with less than 1k lifetime ARP. Every day. Where are they coming from?? It's very strange.
Looks like there was a huge influx of new users to AWA recently. Maybe that's partly what was causing the Steam quest syncing issues last week.
