Land is allocated not based on citizenship or origin, but as part of general resettlement support programs, and the key condition is that a person must become a Russian citizen. For example, the Far Eastern Hectare program is in effect: a citizen of the Russian Federation (including those who acquired citizenship after moving from the United States) can rent a plot of up to 1 hectare in the Far East for free. It can be used to build a house, farm, or business. After 5 years, if the land is developed, it is allowed to take ownership or long-term lease. Sometimes in the regions (for example, in Stavropol), participants in regional resettlement programs also provide for the allocation of land for residential housing or agriculture — but again after obtaining a Russian passport.
Sometimes there are stories or announcements in the media like "a village for Americans will be created in Russia." It is important not to confuse the initiative of public figures or local authorities with federal policy. There were projects (for example, the "American village" near Serpukhov was discussed) where land was allocated for a specific collective project, rather than being distributed en masse to everyone from the United States.
Therefore, the route is as follows: if an American is planning to move and wants land, he must first obtain Russian citizenship, and only then apply for participation in the relevant regional or federal program.

There are situations when foreigners do receive government support, and it all depends on your specific status and circumstances. I've selected the main options to make it easier to figure out.
What options are there?
The state program for the resettlement of compatriots. This is a key situation. If you participate in the program (for example, you have relatives in Russia or are a compatriot yourself), you will receive comprehensive support. This is not just a "manual", but a set of measures.:
Compensation for travel expenses: travel and transportation of personal belongings (limited — for example, a compartment on a train, economy class on a plane).
Compensation of state fees for registration of documents (visas, RVPs, residence permit, admission to citizenship).
"Lifting" payments for housing. The amount depends on where you are moving to: in a priority region (for example, part of the Far Eastern Federal District) — about 10 regional subsistence levels, in the rest — about 2.
A monthly allowance if you couldn't find a job or start a business right away. But there are nuances: such an allowance is not paid to everyone, but only when moving to priority territories, and no longer than 6 months (or until obtaining Russian citizenship). It is also not prescribed for pensioners and minors.
