I tried to redeem these but got the following error even though I own the base game:

"Sorry, but this product is not available for purchase in this country. Your product key has not been redeemed."

Could this mean that these keys are region restricted?

Also, on this same subject, could one of you more savvy people teach me how to use the SteamDB.info site to tell if a game or DLC on Steam is region restricted or not?

Just install the Steam.db extension on your browser, maybe some settings to do, and then retry one of the keys, with the same link as usual, you'll have all the info and links directly.
