Help with a code

Hello there. I have recently won a code for DLC content on Steam, namely one of the codes for Plex.
I enter the code and the code checks out, but says I don't own the base game. (I do, but EVE is a free game, not something I brought maybe that's the issue?)
I have the following questions :
1) how do I rate the trade? Positive Because it checks or negative Because I can't redeem it?
2) how do I redeem the code? (if at all possible?)

Pretty sure feedback isn't working, but negative.

You don't. It was never a real key. Not sure why you thought it would be, but now you know.

They are making these GAs to gain levels while feedback is broken, and they get automatic positive feedback after three days. There are no keys for this. Eve does not give away $650 worth of premium currency for free on IG.

That means it's a DLC for some other game that you don't have.
