I want to signal this, a DLC priced 995$, seem quite the fake.
It's probably just a random key, or a completely made up one. They're hoping that the winner won't own the game, and will just leave automatic positive feedback.
And they just got permanently banned from SteamGifts!!!
Being from SG is not a reason to remove a GA. It's also not against IG rules. That makes no sense at all, unless this entire thread is a troll, where you pretend to be incredibly stupid, in which case, I admire the dedication to your craft.
Just throwing my $0.02 in here:
While it's highly likely that's where they got them from, it's also possible they got them somewhere else, like a trade etc. No reason to avoid them.
That's not why they get removed. It seems random at times. Even if reports were taken seriously, which they are not, as you have experienced. They never act fast enough to actually remove them. Even if you wanted to have your own GAs removed, like if you made a mistake when creating them.
Not against IG rules.
