Question: Is this fully patched? Seems like the game was a complete mess on release and devs (or maybe just one, on his own time?) took to fixing it several years later, last patch seeming to be v. 1.7, released in April 2015. So is that, or maybe something even newer, the version we have here?

Not sure it's meant to work on Win 10 at all, but first things first, did you try disabling music?
And I still don't know whether this version is newer or (possibly much) older than the one resulting from unpacking the latest (from 2015) patch on the dev's site into the game folder. That includes other (larger) versions of audiere.dll (which is apparently the most common culprit for the game not working at all on Win 7 and newer), borderzone.exe and config.exe, a borderzone.pdb file that doesn't exist in the version offered here, and additional music and texture files. So it would appear that this doesn't have the patch(es) applied, but I don't actually know, and other than lacking the additional music and texture files, there is a chance this may actually be newer in some way.
