Is there a trick to installing it? I downloaded the zip file and extracted the files, but when I run the exe file I get an error saying that XINPUT1_3.dll is missing and that reinstalling the program may fix the problem.

Windows Update says everything is updated already and according to Microsoft's site, there's no stand-alone package for Windows 10.

Try installing the DirectX Runtime. You can get it from Microsoft here. I haven't tried it for this game myself, but some games do need it to run on Windows 10. It's not overwriting anything you already have, just updating the stuff you don't have, so it won't overwrite the latest version of DirectX that's built into Windows.
