Erroneously locked/banned games for giveaways

I have a number of spare keys for games from bundles and HH buys that I would like to put in giveaways, but I'm increasingly finding that a LARGE number of games are banned when there is absolutely no record of them having been given away for free.

For example, one of the recent games bundled FROM INDIEGALA, Whispering Willows:

Trying to put it in a GA shows that it's banned from giveaways but there is absolutely no record of it ever being FREE based on data from IsThereAnyDeal.com! WHY IS IT BANNED!?!?!?!

IG, you need to fix your jacked up site and/or policies

if that qualifies, then half the shovelware on IG is probably invalid for GA

Why not make the process transparent and keep a list of all the 'banned' games? So a user can get a warning when entering a game which is on the list. And simple offer less xp (or none at all). People sometimes just want to give away their duplicate keys and don't care about any 'reward'. But if you 'ban' the games because of some site says it was once free (for like 1 hour only), at least keep a list we can check beforehand.
Like I said, it shouldn't be hard to implement a list of game titles which are not allowed to give away or don't give the user any reward. I saw this place as a nice way to give away my duplicate keys (at it involves some lottery instead of just the person who got there first getting it), but if it is a pain to check if a game once was free, I might not even take the effort anymore.

Why can't we simply just give away games?

I can agree on the 0 Points for games/codes you simply wanted to giveaway in a lottery. Just a little fun and knowing who won. Rather just posting the key in forums.

Few Q about this strange system:
1. Where I can find a list of the banned games? I bought one for giveaway level and now it's banned.
2. How did they banned them? I can see Fortified or Stories and they was given for free this year/
3. How long they keep the games banned?
