It isn't and never will. There are no key resellers for the DLCs, so if this dude doesn't add you on steam and gifts the dlc directly then it's fake. (and even if he does that, he can always get a refund lol).
The key it's probably for a random DLC that you will try to activate and read "you don't have the base game" so you will think it's a working key, but if you have the steamDB extension or know how to find out what game it is manually then you will even see what key it is.
