Anyone explain what this section do? What are the guaranteed indiegala and steam games? I don't get what the guaranteed part, is it that you will get whatever you took part for or is it something else?? Anyone explain pls...

Guaranteed means the key will 100% work. If it doesn't work, then the winner can contact support and get a replacement for the game.
All other giveaways are not guaranteed. So for other giveaways, there is always a higher chance of the key being used. In that case, support can't and won't help you.

Another question, this title says it has extra odds and I have multiple tickets drawn. Can I get banned or get disqualified for having more than 1 ticket?

No, you won't get banned. The giveaway also says "Extra odds" which means every user can have multiple tickets.

Low chance of winning a giveaway. Especially giveaway like these where people can have multiple tickets.
It's really hard to win a giveaway on level 0. Because to participate in level 0 giveaways, one only needs to make an account. So there are many multi account users. The 1st level 0 giveaway I won was one month after I created my account. But for the 2nd level 0 giveaway win. it took 5 months time.
