there is only a "small" amount of duplicate codes, IG says it's around 5% of them all. They also don't replace keys anymore, so if you win a duplicate there's nothing you can do, you just got unlucky (apparently people were abusing the system, you can read it in their FAQ here: About IndieGala Giveaways & Duplicate Steam Keys — IndieGala help & documentation portal 1.0 documentation).
