Intel is not a consumer friendly company, usually these things are done by third parties, they are fucking terrible from a consumer side. I've never had an issue with any redemptions, but I couldn't even reach them when I wanted a fucking Intel sticker during a case swap
Thats exactly the problem, they're too big in a corporate sense to be dicking around customer per customer or even trying, they do it to keep up an image...but all they do is botch it every single time.
Leave the personal level stuff to a company with social and people skills
