I don't think its even possible to delevel a badge & lose xp. Though the task for "review a game you nominated" would be invalid, I don't think steam cares that much.

Technically speaking, you can buy the game you want to nominate, play it for 1 hour, review it, level up badge & refund it.

No, steam won't revoke you XP...technically you can play it for 5 minutes if your online and review it....unless the nomination specifically required an hour playtime. I haven't bothered yet.
