Wow, really? In my humble opinion there could be only two theories:
1) this person is OUTSTANDINGLY lucky
2) the event is rigged

To be honest I don't remember the leaderboard who was in top 50 before the 9 pops up, but I'm pretty sure the max before that day was only 4.
Like how someone suddenly got 5 cards to complete 9 and getting almost triple amount of what most people had to get all cards.
