What are those violations in your apartment? like some kind of things u need to solve or u can't live there? like airflow so u can use stove without getting killed?
They differ in severity, some need to be fixed within 5 days, others they have up to a month and some are based on dangerous situations but not all of them.
They are basically a set of rules that define a property as "habitable", which means "it can be lived it by a human being" in simple terms.
It ranges from having working and safe utilities (electrical safety standards, water, both hot and cold with enough pressure to run a shower, etc) in ALL areas of the property you rent, in good and working order...down to much simpler things like a solid foundation free of defects, cracks (like my flooring lol), to being infested with bugs or being moldy.
Its a set of laws put in place for tenants rights when a landlord doesn't do their job properly basically...and 'usually' handled by each areas Board Of Health since most of them are based on a healthy and safe home to live in.
Unfortunately in my experience the board of health is usually in league with the landlords or property owners, either because they get bribed or simply because they know them from constant complaints--so they don't '
actually' enforce half of them like they should Personally I'd call a state inspector, because they got the job by being complete assholes and have no friends
You know that boss you always hate because they follow the rules to a strict letter? You always find at least one in every workplace as a higher up...because thats how they got the position. Thats about the same as a state inspector compare to your laid back manager at a convenience store lol.
when old people is involved is the worst, they look like doesn't care and put things more expensive as they think " old people" are dumb and always alone.
Its not much better when your disabled, regardless what situation it involved everyone treats me like i'm either psychotic or retarded when they hear that...even at the disability office where they have the information a click away they still "automatically" consider someone on disability younger than 65 (retirement age here) to be retarded or crazy.
I spent half an hour arguing with one lady about health insurance because she was treating me like I was slow one time, until she called the person considered my disability rep and explained it like a normal human being to them. As soon as she said it in english I said "nevermind" and walked out. I had to wonder if that lady was mentally retarded after all that lmao.

"Receipt" is the word your looking for.
Thats a big thing everywhere...almost 99% of the time you will lose if you have no proof of the exact payment. The banks here would have record of anything that wasn't paid in cash, we can get visual copies of cashed checks and any money spent on a debit or credit card has a payment record.
I never pay cash without getting a legit receipt in hand or a proof of ownership/renting etc...and I generally prefer cash in most cases.
they put 2 accounts to pay at the same month, values that never existed, been like this for a year, near two( we can prove with more than 5 years of account that all eletricity bills were aproximatelly the same value every month)
Like I said above, the bank should have records of both payments...that 'should' technically be enough proof to win that case--but your laws and system are obviously different, as well as the bank records, so I can't say for sure.
I would ask the banks though if I was them.
like each month we spent 200-300 reais( like this month comes 236,90 and next 280 or eevn 300), but like nothing happened the bills started comming to 800, and they even started putting paid accounts like we didnt' pay them
Well theres obviously something seriously wrong there, they would notice that where I'm from even at the company and fix it...I've also had landlords set whatever was fucked with right because I brought it up to them.
Thats such a huge difference they usually won't even argue the fact...I hope your family is that lucky. Best of luck
