DiRT 2 regularly goes for around $13 on grey market websites.
It's also an occasional Feudalife prize.
And DiRT 2 keys are frequently unreliable, so if you trade or sell it, you'd better hand over your key first before taking whatever in return, and you'd better trust your trading partner if they insist the key doesn't work (so of course you'd better choose a trustworthy trading partner).

Not blocked. Only Twitter, fb, Instagram demand VPN for now, and most big opposition mass media. That and criminal and other prosecution for translating western and Ukrainian "fakes" about special military failure.
