The hitsquad tier system isnt personal, its to do with which countries allow ads to be shown and their frequency. Ad revenue which is how he makes money to buy the game keys in the first place. In either case you have to be whitelisted, and based on your region's ad policy/frequency is your approval or denial for collecting coinz and then where you can spend them.

Im not taking sides here, just writing how he explained it to me.

I tried and it's really gone. Most of the time, the moment I clicked My Library, I'd immediately change my tab just to not look at it.
