It's effect When equipped is, increases your daily Time on Site ARP by +1/2/3/4/6 ARP depending on the upgrade. Ba`li Arches is also part of Zorathian Renaissance set and if the set is Equipped all ARP that you earned is increased by 10%.

I did read a person mentioning the Artifact wasn't not working properly, so it could be related to that. Hopefully, it shows up sooner so that you could equip it and get your ARP. It's not April fools for sure, that was the day before with the other 2 Artifacts.
