not solved and trust me on this
this is a dlc for ultime pixel puzzles
after its registered as dlc that puzzles 2 etc and cards suppose to be coming.

Yes. It's this package on SteamDB https://steamdb.info/sub/142753/apps/ The base game is F2P, but the DLC is paid.
I think it's a completely different game. I don't own Pixel Puzzles 2: Christmas on Steam and it's a paid base game.
Adding Pixel Puzzles Ultimate Jigsaw on Steam (F2P game) to my account also adds Pixel Puzzles Traditional Jigsaws on Steam and Pixel Puzzles Illustrations & Anime on Steam (both F2P) but does not add Pixel Puzzles 2: Christmas on Steam which is a paid game. Removing the first one, also removes the other two from my library.
So I think you're wrong about this one, and that explains why you got 7 cards, for the paid game, while I only got a single card for the F2P game.

so yes you are right
so I concluded what the confusion is about
opquest is giving a free dlc which is Jigsaw Puzzle Pack - Pixel Puzzles Ultimate: Christmas
and only 1 card comes out of it
but now recently when you do that op quest they give out Christmas 2 key (with 7 steam cards) but quest is still named Jigsaw Puzzle Pack - Pixel Puzzles Ultimate: Christmas, thats what the confusion is....

Edit 2: Interestingly, it also added the F2P games I mentioned earlier to my library permanently. I can no longer right click on them to remove them.

You could overwrite it with something like goatse, but I don't think that would really help your situation overall. You would forget about that image though.
