All good but my personal recommendation is Sapphire video card for Radeon and why 7900XT? Maybe XTX? Prefer this: NITRO+ AMD Radeon™ RX 7900 XTX Vapor-X 24GB it`s like AMD 6.3Plus for Mercedes-Benz. Sapphire uses only premial materials and best selected chips for fabric boost!

I only had this happen when the GPU broke down.

Modern cards have giant heatsinks, and advanced fan profiles. Noise and power savings are more important than keeping it at the lowest possible temps at all times. Now, if the fans stopped working even at higher temps, that would be a problem, but at idle, noise and power savings, mostly noise, are the main goal.

In the older generations, only the most high end cards had these features, but these days, only the cheapest junk Chinese no name brands would not have this feature, or something with a mining BIOS, where keeping them cool at all times was the priority, and noise was irrelevant.

All good except RAM. You want RAM to be 6000MHz but with the lowest timings possible, CL32 or less (CL30 recommended).

No point going over 6000MHz on Zen 4 based systems as some parts inside a CPU cannot run at 1:1 with higher RAM speeds.

Everything seems okay when checking specifications, but it might need a bios update.

Do you like air or liquid cooling?

I prefer an air cooler over a liquid one so I would go for: Noctua NH-D15. Just to let you know that cooler will cover your RGB RAM if you choose to run both fans.

These were other GPUs.
If you type a query about the rotation of one fan into the Google search, then usually everyone talks about a GPU failure.
Usually, up to a certain temperature, the fans of modern GPUs do not rotate at all. Under load, they start to rotate and increase their speed depending on the temperature.

Thats what the GPU does by default when running on the software...I changed that setting immediately (always do) so maybe thats why I always have fan rotation. I know if I set my BIOS to the OC setting all three fans will spin during boot at 33% which is the other default in the software
