apparently i was wrong,the 700 diamond bundle(Big Shot) does not guarantee steam gift card but guarantee 50 cheat chips that could be exchange with a 5dolars ww steam gift card at lootboy's black market

I don't think that's a season ticket , I think its a premium ticket that can be exchanged for steam lootpacks , season ticket costs 5 $ and it last monthly ....
EDIT: I see a payment option on steam lootpack in form of that ticket so I guess I answered my question .

try opening lootboy on your browser and then click on the icon with the two ticket, i think thats your answer

It's very complicated. There is a help page in the bundle pages, but even with that it's still difficult to get it.
Alternatively, you can join Group Buys orders : Group Buys :: Group Buys
Last year with those group buys, you could get a 3-4€ bundle for 1€ (with people ordering 40 bundles), now it's around 1,80€. But not all bundles get a happy hour (most though).
