I was wondering about this. If you give the cards to another account and then remove the game.
Could you then install the game again and start farming again?

As carlinfan said this is correct.

Also note on F2P games like Team Fortress 2 you get a card drop for every $9 or so spent on in-game items. And games like Zaccaria Pinball also give you card drops based on tables bought on Steam. I bought 40€ worth of tables during this Winter sale and got around 40 card drops (5 needed per badge level, so you have plenty left to sell).
