El llega desde México He's coming here from Mexico (he arrives from Mexico) in this context he wasn't necessarily born there.
Desde is when it's from one location, but it's going to, traveling to, or being broadcast into another location.

Amor is the word for love, but they don't use it to call someone a loved one. I think your brain was looking for amante, Google Translate will say it's "Lover" but it can be like loved one (or girlfriend) but not a loved one as in your child, etc.

Mi mejor amigos amante, ella es de puerto rico added the optional pronoun

In this case it does go back to singular.
We continue to use de (not desde).
mejores is plural, you only have one friend being mentioned, it becomes mejor amigos (the s shows ownership, that's not making amigo plural)
If you already defined who it is that we're talking about (first half of the sentence before the comma) you don't need to use the pronoun in the second half of the sentence (because they already know who you are talking about, the lover she has already been defined)

Hi WhatNitrous, I would translate it like this "Love, mis mejores amigos, son de Puerto Rico". I assume your friends last name is Love.

But something tells me it would be like this "Mi mejor amigo Love, es de Puerto Rico". I assume your friend firts name is Love.

What makes it hard to me to translate is the plural you used in friends and then the singular in is (instead of are).
And using capital letters in names makes it easier to identify when using a name or a word like "love" that can fulfill both functions.

Something that seems easy to translate may not be without a context as seen in this case.

Ok... then is "La novia de mi mejor amigo es de Puerto Rico" or "La pareja de mi mejor amigo es de Puerto Rico".
