Hi BurningPixels, for basic concepts: World of Warships Official Channel and especially these videos.
For intermediate skills: Notser and advanced skills: Flamu. In these 2 look at their old tutorial videos for new players that will explain mini map and interface options that are super useful.
Notser's down the line although they may be a little outdated, will give you a basic idea of how each type of boat is played for each country.
Indeed, as you are a new player you have a matchmaking that separates you from more experienced players and therefore the amount of bots you will find (this is if you didn't forget to change the battle type from Co-op to Random).
From what you tell me you started with two of the most difficult lines, to begin with I would recommend the Battleships (Germans are the friendliest for the newcomers), of course, you're going to have to go through some Cruisers first, and if you want more risk, you can continue with Cruisers (the North American ones to begin with).
I'm really glad you enjoy the game, the lower tiers are usually more fun and relaxed but I can't say the same for the rest
