Yes. You cannot gift to any country with more than 10% price difference (if you are lower)
Expensive prices can gift to cheaper priced countries, like USA can gift to most.
Speaking of which, digital and outside physical gift cards don't work for ARS or TR. Steam disabled them to stop VPN users (see the whole price matrix discussion several weeks ago) and made it so that you can only use region locked physical cards or payment methods native to those countries.
In the golden era of steam, russia was king. Not just the cheapest, but no region lock, gifts flowed all over the place. Many people made fortunes, and the remaining ones scalp inventory gifts because they're rare and impossible to get now (never pay for one, it's not worth it)Yes. If not everyone gonna create Turkish or Argentinian Steam account then resell games for profit.

But it's more about "what are the rules, indeed?" 'cause I've done all what I can to secure that game and still I couldn't have it.
And the most horrible thing I can think about right now is that Retro had me blacklisted for some reason (I dunno why) and that's why he couldn't see my message. And that would be a true disaster for me - 'cause I don't want anyone blacklisting me, 'cause of giveaways, 'cause of everything else. o0

The price difference of the game between two regions can't be more than 10%.
If it's more than that, you can't gift it.
Otherwise people would give money to someone in Turkey or Argentina & they would gift us the game on sale.
So basically if you are from Turkey, you can't gift almost anyone in most regions.
