Did you report these to valve? Of course, what constitutes a fraud account? They won't take action on simple VAC ban alts.

The idea is a small pool of receivers at higher levels but it seems like these scams are inflating the amount of people who get in, so it's not even narrowed at all, meaning there's no incentive to donate on that system once you realize it, better to trade or just give to nice people so you know it's not going to a bot.
