A very difficult question, I think, but still. Is there anyone left here who has Theatre of War 2 but doesn't have the Centauro DLC? Two keys need to be checked.
Assuming your running from ISO burned to CD, I suggest using Alcohol 120 as it has all the correct formats for things such as PS2 and old Windows Protection, as well as using an 80 minute CD-Rom.
The second data track is usually one form of protection, as well as simple metadata which would take the place of " CD-Text"
Just some general idea from what i read and what usually works, if you emulating it may very well be the emu with the old game, and if your using an emulated drive to load the ISO that may be your problem as well.

I recently got a game from WhatNitrous that I decided to play when I heard that he might not come back here. The game looked fun, it has Full Controller Support so it plays nice with my Xbox 360 Gamepad, it's a twin stick shooter (with controller rumble) called Zombie Party. I enjoy playing it for 15-25 minutes at a time, it's that kind of game.

The enemies drop gold coins and ammo/weapons when you kill them, most of them are small in size but eventually you will fight a boss at the end of the level before entering your teleportation machine that takes you to the next level. You can spend the coins on more ammo/weapons/hamburgers (there's actually an achievement for eating 69 hamburgers )
The enemies come in waves, in between waves you can quickly run to the vendor (you have about 15 seconds to get to the vendor) and buy more weapons/ammo/hamburgers but if you are careful to collect all of the drops, you shouldn't need to spend your coins. Here's the thing, if you spend those coins before leaving the level, they wont count towards some of the achievements, if you save them until you die, you can then choose to gamble them (there's a slot machine, just like that Mario Bros. game). However, if you gamble your coins away, you wont get the achievements that require you to hang on to your gold until you've collected a certain amount required to unlock the achievement.
I decided to buy 2 hamburgers each gameplay session (from the vendor) and save the rest of the coins in an effort to unlock the gold collecting achievements, as well as the hamburger eating achievement. For the record, hamburgers cost 100 gold coins, and after I died during my last session (a few hours ago) I had just over 600 (I think) coins leftover. Any coins leftover after death can only be used to buy pets, play the slot machine, or horde them to get the achievements, you cannot take those coins into your next session in order to buy weapons/ammo/hamburgers.
There is an online component for multiplayer, however there are reports that it's broken or at least faulty, this doesn't really bother me, it's very much playable as a Single Player game, it isn't one of those games that punishes you for playing alone by making it impossible to kill the bosses by yourself. It also allows for 2 player co-op (upper right of screenshot says "press start for 2P")
Mr. Frosty is the 2nd boss, during my last session he killed me, for a size comparison you can see the smaller blue minions of his in the photo, they are about the same size as my character (who isn't shown during that cutscene) you can jump over any projectile to avoid taking damage.
I'm not sure you can read it in the compressed screenshot, but it says: MY NAME IS MR.FROSTY, AND I RUN THIS GINGERBREAD TOWN!!!
I earned 2 very impressive achievements so far.
The first few times I played, I gambled away the money that you have after you die. I'm now saving it to earn the achievements, I put the rest of the achievements below as plain text (time is counted in minutes).
