Technically they are used as money. You can buy and sell games for them, it is about $1.75. so if you are offered them for exchange - take them, you can find a use for them very easily, you don't even need to have the game itself in the library.

I was proposing a new currency in trading that, coincidentally, you happen to be affluent in.
PD2 is ~$1 in discount and grey markets.
Liberation GOG is like $0.29c
The Uncertain is $0.75c
Mass Effect 2 Origin key is ~$0.50

So 1 TF2 key = ~1 PD2 key + 3 LGOG keys
or
1 TF2 key = 1 PD2 key + 1 TU key
or
1 TF2 key = 1 PD2 key + 1 ME2O key + 1 LGOG key
(depending on the daily market exchange)

Now try searching steamtrades for [H] Games [W] TF2 keys, and offer them the equivalent PD2 keys according to the daily exchange rate.

Beforehand, create a institution that is responsible for regulating and overseeing transactions of TF2 keys to PD2 keys, and vice-versa, at a small fee + % of transaction.

OK, bear with me.
PD2 Troll Mask Dlc is $0.04.

So now every TF2 <-> PD2 transaction incurs a few PD2TM_DLC keys from fees.
And, of course, I don't need to tell you that
1 TU key = ~19 PD2TM_DLC keys
