Well, basically, these fighting techniques have always been in the Mega Man series, they were quite difficult to get because you had to collect all the upgrades in the game and then go to a specific place with full health and do obscure things, but yes, in Mega Man X always it was possible to find Doctor Light's capsule with a Hadoken, and in Mega Man X2 with a Shoryuken.
