You don't spend lifetime ARP and this determines your level. It won't effect your tiers to buy things.
That would be legolas or victor's territory, and depends really what you plan to do on the site, certain artifacts give perks for certain things, for example the one on sale right now for about 1K Ba'li something will give you more ARP for sitting on the site everyday...if your going to do most of ARP related shit, you'll likely want most of them just to have, theres only been a few rare duds (usually jokes) that are way too expensive for a new user to buy anyways.Happy to know that.
