talk with support, if u bought a game on a site like greenman gaming etc, and have the key code, if u have an email from steam when u bought a game from it u can show it to them too, and after you recover it, activate steam familly password and left the configuration and store options blank, so they cant change it even if they can acess it

being dumb is also a way even with 2F, know a person that got hacked by being dumb even having 2F, recovered because he wasn't dumb enought, so he had the receipt from games he bought from steam and even outside steam, even thought, activating steam familly( the one for childs so they doesnt do things without ur counsent or password, u can configure it and what they can do or whatnot, when i was using, i put to be possible to only play games
