if you have steamdb extension, when you try to redeem key (i assume u own it) it will link the sub. the sub page on steamdb will show region lock countries, so no guessing

No, it just says you can't purchase it in your region and that the purchase was canceled. No other information. No link to a package on SteamDB.

You haven't been following the thread of messages, so let me explain it to you. They bought it with a VPN, and don't know what region it is for. It didn't work for them, me, or a few other people that tried. I have the addon myself, and it gave no useful information. The maybe Asia part was just a guess.
