Sure there's a barrier, but plenty of people make alt accounts anyway. And they can get away with it, because the system relies heavily on people reporting bad actors rather than any automation.
From personal experience: I once made a giveaway for a somewhat rare game and less than an hour after it finished I noticed a new one made by different user with suspiciously similar name. Both users had private steam accounts, so I couldn't see if my winner activated the game, but when I compared their wins and created giveaways it became apparent that it was one person trying to grind levels by regifting keys on a different account. Both accounts got permanently suspended after I reported them and since then I always check my winners with sgtools (caught and reported some minor infractions that way) and always ask people with private accounts to make them public so I can run a check.

batman is good, i follow a streamer on trovo, that has a stream shop there, and there is always a batman when it is on promotion
