If from prime like this month's Star Wars yes it has an expiry otherwise not that I know of. But like NFS Hot pursuit remastered if from prime last month then it can no longer be used.

From personal experience: I once made a giveaway for a somewhat rare game and less than an hour after it finished I noticed a new one made by different user with suspiciously similar name.

That's really crap. Steamgifts is perhaps one of the most actively moderated sites to cheat on. To win and then re-gift on a site that totally rejects such behaviors are certain call for the death shots.
