What is the reason for the level up? Does it give access to giveaways? And if someone got enough level, did they actually get something on the site? Yesterday I saw about the Cities Skylines giveaway, but when I clicked on the link, it said that there were no more keys (I have a level 15, and the site says that i must be at least level 10 to access it, so i am fit). But then, maybe even after half an hour, I saw that people write that they still receive the keys. Or site giveaways are restricted for some specific region?

no, its the fault of bots and multi-accounters, who pick up multiple keys of the same game.
