It'll give you the exact numbers of keys currently available for each country and for either normal and/or prestige (30+) levels.
You'll see that RU has blanks - meaning it's one of the countries excluded from the GA.

Ninth Element is not even a game, it is a book in pdf format, i'm sure it is not winnable.
