Tropico 4 has been given away for free on two occasions, and has been included in eleven different bundles.
So tons of people have spare Tropico 4 keys to offer.

Ghost 1.0 has never been a freebie, nor has it ever been bundled.
So barely anyone has any extra Ghost 1.0 keys.

Thus, Ghost 1.0 has much higher trading value.
