I can't start the game. When I launch the nw.exe it gives me the error message "Unable to find locale data files. Please reinstall."

I have got the same issue!

On Windows 10 I got ther error message" Missing File Error Unable to find locale data files. Please reinstall."

Fix: There is a folder locales in the archive, but that folder is empty when extracting with 7zip.
Looking at it using file explorer, there is a file "en-US.pak". Copy pasting that into the empty locales folder fixes the issue for me.
