I don't know but it's an interesting question.. If it was revokes of unused keys it should be all not some. So it's weird

When a key is revoked, is it considered a duplicate? If this is true, then most likely the working keys are just from different package, I think

We never had any insight about what the keys are about. They're obviously from old Indiegala bundles from more than 6-7 years, probably they bought way too much keys at the time, but the duplicates are mysteries, maybe input errors or revoked keys ?

Keys for Steam games are usually generated by Devs, and they have the power to revoke those keys whenever. Considering Cryostasis was removed from the Steam store, the remainder keys that weren't activated by the time were all revoked, either by the devs or automatically by the publisher. If you check further, other games suffer from this: Dirt 2 (the original, not Dirt Rally 2.0) has all the keys coming from Feudalife Challenge not working.

While this is likely the case, Cryostasis has had some working keys, so perhaps only a portion were revoked?
