Keys for Steam games are usually generated by Devs, and they have the power to revoke those keys whenever. Considering Cryostasis was removed from the Steam store, the remainder keys that weren't activated by the time were all revoked, either by the devs or automatically by the publisher. If you check further, other games suffer from this: Dirt 2 (the original, not Dirt Rally 2.0) has all the keys coming from Feudalife Challenge not working.

There are working keys for Dirt 2 from the challenges, if you search the Winnable Games thread for Dirt 2 there's 4 reports of working keys:

Its just rare, like Fuel or Cryostasis.

I can confirm there are working keys for Cryostasis. I got mine not too long ago.
