I would add them more in case somebody else wanted to play that style of game, I'm lacking in that sort since I don't generally play them.

I can answer that because I ran a test, I had 2 Steam Keys for Panzer Corp Gold, I used one, then I tried using the other one in the Steam Client (2 or 3 times), it said PRODUCT ALREADY OWNED multiple times.
I then tried using that second key again on the Steam Key Redemption website (2 or 3 times) again PRODUCT ALREADY OWNED.
Finally, I gave that key away here on the Forums and the person tested it for me and told me that it worked just fine.

Yes, if you already have game/dlc the key won't be used. But you can't check if the key wasn't used before, duplicated key will show the same message.
