I don't think they're actively banning people for it, but you could try it on a dummy account where you stand nothing to lose. That is of course if you want to test a game on the dummy account that the dummy account does not already own (Unless you happen to have 2 Region Locked keys to the same game, 1 Used, 1 Unused).

They are trying to see which error Steam will show first

Or
"This product cannot be activated in your region."
To what ends, I assume to see if people are lying to them during trades or sales gone wrong...but I'm not totally sure.
